The plan calls for a temporary ceasefire, the return of hostages, demilitarization of Gaza, and a pathway to Palestinian self-determination. In Phase One, a ceasefire will allow for the return of Israeli hostages, both alive and dead. The Israeli Defense Forces (IDF) will partially withdraw to agreed lines within 24 to 72 hours, and all military operations must stop. A prisoner exchange is also part of this phase, with 20 living hostages traded for 2,000 Palestinian prisoners. A task force will be established to facilitate the implementation of these agreements. Additionally, the plan aims to create a deradicalized, terror-free zone in Gaza, emphasizing the need for long-term stability.
Phase Two focuses on rebuilding Gaza into a safe zone free of terror. A provisional Palestinian committee will handle local administration, while Hamas will be disarmed and removed from governance. Israel has committed not to displace any residents or annex Gaza.
Implementation will be managed by a task force that includes representatives from the U.S., Egypt, Qatar, and Turkiye. A Board of Peace, chaired by Trump and including international figures, will oversee the process until December 2027, with a review by the UN Security Council.
Economic development is also a major element of the plan. Trump has proposed significant investments to create jobs and rebuild infrastructure, including water, electricity, and hospitals.
While Israeli Prime Minister Benjamin Netanyahu has shown strong support for the plan, reactions from other nations have been mixed. Trump has urged Hamas to accept the proposal, threatening severe consequences if they refuse. The future of the plan depends on cooperation from all sides.
